Hope all is well at IREX!  I am struggling through my first week back from spring break but continuing to enjoy life as a student.  I wanted to invite you and other IREXers to an event my program is putting on at the Ronald Reagan Building on April 13th on Emerging Markets. The event is titled Women as Entrepreneurs, Consumers and Agents of Change and will feature speakers from USAID, FINCA, the World Bank, the State Department and Deloitte.  I thought this would be of interest to you all and IREX overall.

The armed conflicts that have swept through the Great Lakes Region have taken a particular toll on the region’s women. Yet, in recent years, women across the region have come to play an increasingly prominent role in public life as opinion leaders and decision-makers. Within communities, within governments, and within civil society, women are taking on new leadership roles. In honor of Women’s History Month, we invite you to a special Great Lakes Policy Forum that will explore how the role of women in the Great Lakes Region is changing and discuss the challenges that remain.

Veronica Isala Eragu Bichetero is a lawyer and an advocate of the Courts of Judicature of Uganda. She is a senior consultant with EDG Venture Consult and is deeply involved in women's rights, children's rights, vulnerable person's rights, conflict resolution and peace-building in Africa. Bichetero currently works with the World Bank as Gender and Conflict Advisor, focusing on a special program, Learning on Gender in Conflict Affected Areas in Africa (LOGICA) Trust Fund. Veronica also does consultancies in Human Rights, Governance and Rule of Law for UNDP and IDLO. Her project focuses on promoting women's participation in conflict resolution and peace-building in the Great Lakes Region. Bichetero will share her personal experiences as an observer, negotiator and mediator at the local and national level during the Ugandan conflicts, and at the regional level where she has implemented best practices in developing women's substantive participation in mediation in Africa. She will write about the challenges to women's participation in peace-building and practices that promote women's involvement in peace-building processes. She will also compile a comprehensive data-bank of women involved, or with the potential to be involved, in peace-making to improve the network of female mediators in the Great Lakes Region and the whole of Africa. Bichetero previously held an international position with UNICEF and served as Commissioner at the Uganda Human Rights Commission, a national human rights institution in Uganda. Her experience at the negotiation table and peace-making forum dates back to 1985 when she contributed at the Government of Uganda peace talks with the National Resistance Army/Movement (NRA/M) as a researcher on the Government team. In 1999, she was in Lome, Togo at the peace negotiations between the Government of Sierra Leone and the Revolutionary United Front as the UNICEF representative, advocating for the early release of women and children. From 2006 to more recently she was involved in the Juba peace process between Government of Uganda and Lord's Resistance Army, first as a representative of the Human Rights Commission and later at the mediation table providing technical expertise and advice. Bichetro has worked in Juba supporting the Government of Southern Sudan on post-conflict issues, especially the empowerment of women and human rights. She participated as a technical expert in the April 2010 Sudanese elections and the South Sudan Referendum.

Mvemba Phezo Dizolele is a writer, foreign policy analyst and independent journalist. Dizolele is the Peter J. Duignan Distinguished Visiting Fellow at Stanford University Hoover Institution. He is the author of a forthcoming biography: Mobutu: the Rise and Fall of the Leopard King (Random House UK). His analyses have been published in the Journal of Democracy, New York Times, International Herald Tribune, The New Republic, Forbes, St Louis Post-Dispatch and other outlets. A frequent commentator on African affairs, he has been a guest analyst on PBS' NewsHour with Jim Lehrer and Foreign Exchange with Fareed Zakaria, NPR's On Point and the Diane Rehm Show, the BBC World News, Al Jazeera and the Voice of America. Dizolele was a grantee of the Pulitzer Center on Crisis Reporting and covered the 2006 historic elections in the Democratic Republic of Congo. With the Pulitzer Center, he produced Congo’s Bloody Coltan, a documentary report on the relation between the Congo conflict and the scramble for mineral resources. He served as an election monitor with the Carter Center in the run-off between Joseph Kabila and Jean-Pierre Bemba. He was also embedded with United Nations peacekeepers in Congo's war-torn Ituri and South Kivu provinces as a reporter. He holds an International Master of Business Administration and a Master of Public Policy from the University of Chicago. He graduated magna cum laude with a Bachelor of Arts in Political Science and French from Southern Utah University. Dizolele served in the United States Marine Corps Reserve for eight years. He is fluent in French, Norwegian, Spanish, Swahili, Kikongo and Lingala, and is proficient in Danish and Swedish.

Women Thrive Worldwide advocates for change at the U.S. and global levels so that women and men can share equally in the enjoyment of opportunities, economic prosperity, voice, and freedom from fear and violence. Her organization has brought women from all over the world to Washington DC to have their voices heard. They focus on reducing violence against women, ensuring that women farmers can feed themselves and their families, and making sure their unique needs are met. Secretary Clinton to Chair President’s Human Trafficking Task Force Meeting

 

Secretary of State Hillary Rodham Clinton will chair the annual meeting of the President’s Interagency Task Force to Monitor and Combat Trafficking in Persons at 10:15 a.m. on Thursday, March 15 at the White House. Those attending include Attorney General Eric H. Holder, Jr., Secretary of Labor Hilda L. Solis, Secretary of Health and Human Services Kathleen Sebelius, Secretary of Homeland Security Janet Napolitano, Director of National Intelligence LtGen James R. Clapper, Jr., USAF (Ret.). U.S. Agency for International Development Administrator Rajiv Shah, Deputy Secretary of Defense Ashton Carter, Deputy National Security Advisor Denis McDonough, and Senior Advisor to the President Valerie Jarrett.  Representatives from the Departments of Transportation and Education, the Domestic Policy Council, the Equal Employment Opportunity Commission, the Federal Bureau of Investigation, and the Office of Management and Budget will also participate.

 

The Trafficking Victims Protection Act of 2000 authorized the President to establish the President’s Interagency Task Force (PITF) to coordinate federal efforts to combat human trafficking. The PITF is chaired by the Secretary of State and meets annually.

 

The Department of State’s Office to Monitor and Combat Trafficking in Persons leads the United States Government’s global fight against contemporary forms of slavery. The office was created by the Trafficking Victims Protection Act (TVPA) of 2000. Ambassador-at-Large Luis CdeBaca directs the Department of State’s anti-trafficking efforts within the Office of Civilian Security, Democracy, and Human Rights under the leadership of Under Secretary María Otero.

Join NDI March 22 as we honor the Women's Discussion Club of Kyrgyzstan with the Madeleine K. Albright Grant at a luncheon and awards ceremony. Rep. Debbie Wasserman Schultz will give the keynote address, with special remarks by Melanne Verveer, U.S. ambassador-at-large for global women's issues. The luncheon will be held at 12:30 p.m. at the Ritz Carlton in Washington, D.C. RSVP to the luncheon»

The Women's Discussion Club of Kyrgyzstan, which launched with NDI support in 2006, was one of the first groups in Kyrgyzstan to bring together women from diverse backgrounds and political parties to defend the rights and interests of women across the country.

In 2010, the club was instrumental in supporting women candidates for parliament, and it organized a successful campaign to halt the legalization of polygamy. The group plans to advocate for stronger quota laws that would increase the number of women in parliament and local government.

The group will use the $25,000 Albright grant on these initiatives and to form a coalition of political party women's wings to advocate on behalf of women's rights within the legislature and their respective parties.

Dr. Azza Kamel of the Egyptian women's group ACT accepts the Albright grant in 2011.

NDI established the Madeleine K. Albright Grant in 2005 to support organizations that create greater roles for women in political and civic life. Winners are selected from a competitive pool of applicants seeking to promote women's political participation. Past recipients were the Egyptian group ACT, the Network of Chocó Women of Colombia, the Women's League of Burma and the 50/50 Group of Sierra Leone, the Mostar Women's Citizen Initiative and the Women's Political Caucus of Indonesia.

The Madeleine K. Albright Grant is made possible through the generosity of the Melvin and Bren Simon Foundation.

The luncheon will be preceded by a panel discussion entitled "Parties to Parliament: How Women Can Win in the Institutions of Democracy." The panel will feature Winnie Byanyima, director of the gender team at the U.N. Development Programme (UNDP); Donald Steinberg, deputy administrator of the U.S. Agency for International Development; Sherry Rehman, Pakistani ambassador to the U.S.; Anders B. Johnson, secretary general of the Inter-Parliamentary Union; and Albright. It will be moderated by Judy Woodruff, co-anchor and senior correspondent of the PBS Newshour. The panel marks the official Washington launch of the joint UNDP and NDI publication Empowering Women for Stronger Political Parties: A Good Practices Guide to Promote Women's Political Participation. In Egypt, Travel Ban Lifted as NGO Workers Go To Trial

The trial of 43 individuals working for local and international nongovernmental organizations, including 15 who work for NDI, has been set for April 10.

On March 1, Egyptian authorities lifted a travel ban on U.S. and foreign NGO employees. In a statement, NDI welcomed the lifting of the travel ban, but remains deeply concerned about the welfare of its Egyptian employees and the nature of the attack on Egyptian civil society organizations. Testifying before the House Committee on Foreign Affairs about this issue, NDI President Kenneth Wollack explained that the goal of NDI's programs in Egypt and around the world is to "support a transparent, democratic process that gives people the freedom to make choices." On this 101st Anniversary of International Women's Day, SID-Washington recognizes that all genders in the development community share an interest in women's empowerment. 

 

According to the 2010 Quadrenial Diplomacy and Development Review: "Women are at the center of our diplomacy and development efforts--not simply as beneficiaries, but also as agents of peace, reconciliation, development, growth, and stability."

 

In this month's release of the USAID policy on Gender Equality and Female Empowerment, Rajiv Shah states: "We know that long-term, sustainable development will only be possible when women and men enjoy equal opportunity to rise to their potential."

Each year around the world, International Women's Day (IWD) is celebrated on March 8. This year marks the 101st anniversary of its celebration and thousands of events will occur throughout the month of March to mark the economic, political and social achievements of women. The success of progress in developing communities has been tied to gender equality and women's rights; yet obstacles such as illiteracy, sexual abuse, and death related to pregnancy and childbirth still prevent women from advancement.  

 

We will be joined by a distinguished panel of speakers to discuss women's empowerment: progress made by the movement, goals for the future, obstacles being faced today, and solutions which will make these goals a reality.
