Dear Colleagues: 

 On Tuesday, November 15th from 10:00 a.m. to 11:30 a.m., please join Dr. Caren Grown, PPL senior Gender Advisor, as she leads a webinar on conducting country gender assessments.  

 A country gender assessment is mandatory to inform strategic planning for Country Development Cooperation Strategies and Development Objectives.  Gender Equality and Women’s Empowerment is the first operational principle of USAID’s new Policy Framework.  Societies that empower women and reduce gender gaps experience faster economic growth, manage public resources more effectively,  and benefit from greater agricultural productivity and improved food security.  This is why USAID strives to integrate gender issues systematically across USAID’s Initiatives, ongoing programs and projects, performance monitoring and evaluation, and procurements.

 Dr. Grown will present a new template for country gender assessments (attached) during the first 45 minutes of the webinar, and will respond to questions from participants in the second 45 minutes.

National Action Plan on Women, Peace, and Security

Dear all,

I attended USAID’s civil society consultation session of the US Action Plan on Women, Peace, and Security this week. The plan is in response to UN Security Council Resolution 1325 that “link women’s experiences of conflict to the maintenance of international peace and security”. 20+ countries have already developed their own pans and the US is in the process of formulating its own, both on the national level and implementation at the individual government agency levels. This effort is spear-headed by USAID along with State and coordinated by the White House. The overview of the plan is attached in the PPT for your reference and a statement from civil society supporting the plan. The plan will include budget allocations and specific M&E indicators, which is promising.

Please let me know if you have any questions, I’ll try my best to answer, and refer you to the literature on the subject.

David Cameron Eyes Aid Sanctions on Countries with Anti-gay Rules

The United Kingdom is “putting the pressure on” countries that ban homosexuality, U.K. Prime Minister David Cameron said at last week’s Commonwealth Heads of Government Meeting in Australia, where the prime minister stressed his government is prepared to impose aid sanctions on recipient countries that would not reform their policies.

“Britain is one of the premier aid givers in the world. We want to see countries that receive our aid adhering to proper human rights,” Cameron told BBC while at the meeting held Oct. 28 to 30, 2011 in Perth, Australia.

Cameron said his government believes U.K. aid should come with more strings attached, but recognized that “you can’t expect countries to change overnight.”

Human rights reform, including anti-gay policies, was among the topics Commonwealth heads of governments failed to agree on during their summit, according to BBC, which noted that 41 of the 54 member countries of the Commonwealth ban homosexuality.

Cameron’s warning during the summit backs and confirms a warning from U.K. Secretary of State for International Development Andrew Mitchell that the government is considering such sanctions to encourage human rights reforms among U.K. aid recipient countries.

A group of African social justice activists, however, has raised concerns over this move by the U.K. government.

“While the intention may well be to protect the rights of LGBTI [lesbian, gay, bisexual, transgender, intersex] people on the continent, the decision to cut aid disregards the role of the LGBTI and broader social justice movement on the continent and creates the real risk of a serious backlash against LGBTI people,” the activists say in an open letter published in the Black Looks blog.

A Conversation with Three Young Women from Kyrgyzstan

 
Daria, Amanda and Zina - Tech Age Girls from Kyrgyzstan - will present on their recent experiences at U.S. high schools and comparisons of the use of technology by youth. They will discuss the benefits of increased access to technology and the value of using particular technology tools. 

Kathleen Kuehnast, Director of the Gender and Peacebuilding Center at the United States Institute for Peace will facilitate the discussion.

The Tech Age Girls (TAG) project encourages and develops skills of promising young female leaders in Kyrgyzstan by providing them with specialized IT training and opportunities to serve as leaders in their communities and the IT field.

The participants in the exchange project represent the best and brightest leaders from Kyrgyzstan. While visiting high schools around the U.S., the girls are using technology to share their experiences in real time. During their time in America, they are meeting women leaders in technology, government, and business, and are observing opportunities available to youth in technology, extracurricular activity, and community service in the U.S., to adapt and advocate for their own communities’ context.
